很久很久以前忠清道龙马谷就流传着将军孩子的传说。内容是在龙马咆哮的夜晚诞生的孩子就能成为一名优秀的将军，救百姓于危难之中然后死去的传说。就在这一天，两个孩子诞生了，一个孩子是富人家金进士家的长孙（千正明饰） ，本是富甲金辰砂府上的儿子，但却与窝棚乞丐同一天出生的孩子（李尚允饰）调换了，两个男人互换身份后命运从此发生了改变。天雷在乞丐里长大并成为义贼，即使身为乞丐，也一直保持端正、干净、正直，与在金进士家长大的贵东相遇并最总成为了正义伙伴。
