Her gün Amerika'nın arka sokaklarında bir savaş tekrarlanmakta. Uyuşturucu satıcıları, sıradan insanlar ve onları diğerlerinden korumaya yemiş etmiş insanlar arasında geçen bir savaş. 13 yıllık narkotik polisi Alonzo Harris, sokaklarda geçirdiği yıllar boyunca mesleğe ilk girdiği günkü idealistliğini kaybetmiş ve işleri kitaba uygun yapmaya çalışırsa hiç bir şey yapamayacağının ve kısa zamanda öldürüleceğinin bilincine varmıştır. Alonzo ve onun gibi bir çoğu artık gereken işi yapabilmeleri için korudukları kanunu çiğnemektedirler. Artık yaptıkları işin yasal olup olmadığı iyice bulanıklaşmıştır.Bir gün onun yanında göreve verilen çaylak polis Jake Hoyt ise Alonso'dan çok farklıdır.
