In den frühen 1990er Jahren geschah das „Wunder von Boston“: aus einer vor Gewalt und Kriminalität nur so strotzenden Stadt wurde eine weitestgehend befriedete Gemeinde. Ausgangspunkt wird die Ermittlung gegen eine Familie, die bewaffnete Autoüberfälle verübt und dafür vom Anwalt Decourcy Ward und dem korrupten, aber fähigen FBI-Agenten Jackie Rohr dingfest gemacht werden sollen.
